Use a potted plant
For Noodle Bar Expansion, the plant objective is Add a Plant 1/1. It asks for decorative plant furniture, rather than a greenhouse crop.
An inexpensive route is to collect the potted plant from your starting apartment and bring it to Ramen Noir in Meridian Market. Place it on a valid floor space inside your venue, then check the objective counter.
Reuse apartment decorations
A useful combination is the apartment’s potted plant, television and dog photo. Move them into furniture inventory and take them to the restaurant.

Check valid placement previews rather than forcing an item into a tight space.
Read both expansion counters
The plant counter and Add Decorations 1/2 or 2/2 are separate. A plant may contribute to decoration progress too, so read the task panel after placement rather than counting purchases.
The full expansion also has other objectives. Finish those journal requirements to complete the task; placing a plant does not skip them.
